Speaker of Parliament Alban Sumana Kingsford is back from the United Arab Emirates (UAE), where he has been since January 29 for a medical review.

Speaker Bagbin left for the review after an earlier one in November last year.

He appeared in the House in a similar outfit in which he left on Friday, January 28, having announced when the House resumed for this Meeting of his intention to communicate with his outfits.

Speaker Bagbin’s presence in the House has been a matter of keen interest to the Majority in Parliament as the caucus wants to have a full haul of its numbers to pass the controversial Electronic Transfer Levy Bill.

Since the 2022 budget statement was presented in November, 2021, the motion on the e-levy, as the Bill is popularly known, has not been considered despite the Finance Committee filing it under a certificate of urgency.

Efforts to vote for its consideration by the plenary has led in some instances to fisticuffs between the Majority and the Minority.

At the time Mr Bagbin took his seat on Tuesday, February 15, the leadership of the Majority was not present.
